The Smart City Project Takes a Five-Layer Approach to Create a Smart City

In the Smart City Project, we define the attractions of a city on these five layers for the purpose of developing a Smart City: real estate development (first layer), basic infrastructure (second layer), smart infrastructure (third layer), life services (fourth layer), and lifestyles, culture and art (fifth layer). Based on the layers, we are making proposals by “packaging urban attractions,” using the solutions individually provided by participant companies.

In the past, examinations of a Smart City were generally started with the development of a master plan with a main focus placed on the first layer (real estate development), second layer (basic infrastructure), and third layer (smart infrastructure). In the Smart City Project, however, we have also made the fourth layer (life services) and fifth layer (lifestyles, culture and art) an integral part of the project through enhanced collaboration with companies providing solutions related to life services and lifestyles, thereby “packaging urban attractions” that cover all the five layers, from the first to the fifth. We aim to widely spread this advanced Smart City model as a “social infrastructure system” not only in Japan but also outside the country.

4th layer Life services

Based on the basic infrastructure and smart infrastructure, we can create new life services for the achievement of high quality of life (QOL) in a low-carbon society.

3rd layer Smart infrastructure

2nd layer Basic Infrastructure

We will develop and improve the basic infrastructure necessary for a modern city (roads, water supply and sewage systems, energy, telecommunications, etc.) to meet the needs and constraints of the city.

1st layer Real estate development

We will build up the foundation for a desirable city by investigating the local needs and constraints, defining a vision and concepts for the city, and formulating a city plan based on demand forecasts.
